MANAFORT TEAM WAS DISCUSSING DEAL… The Wall Street Journal reported yesterday that Paul Manafort’s defense team was in talks with federal prosecutors about a potential plea deal in the former Trump campaign chairman’s second trial, but the talks ultimately “broke down.” Discussions reportedly occurred while jurors in Manafort’s first trial were deliberating, but “stalled” after special counsel Robert Mueller raised concerns about unreported issues. Last week, Manafort was charged on eight of the 18 counts against him in the tax and bank fraud case. His second trial, which will be in Washington, D.C., is set to begin on Sept. 17. It will center on his alleged violations of the Foreign Agents Registration Act.

COURT STRIKES DOWN NORTH CAROLINA CONGRESSIONAL MAP… A federal court yesterday struck down North Carolina’s congressional map, ruling that it unconstitutionally gerrymandered districts. A three-judge panel found that Republican legislators in the state violated both the First and Fourteenth Amendments when “they drew congressional lines that favored their party.” The court will now appoint a “special master” to draw up a map, but it could also give the North Carolina legislature a chance to draw its own “constitutionally compliant” map before the September 17 deadline.

Bush, Senator Lindsey Graham and former secretary of state Henry Kissinger are all slated to speak at the cathedral ceremony as well.

Seth Frotman said he is leaving as student loan ombudsman at the Consumer Financial Protection Bureau, effective September 1, claiming current leadership has abandoned consumers in favor of corporations. Frotman has served at the CFPB for seven years.

BAN ON 3-D GUN BLUEPRINTS EXTENDED… A U.S. federal judge yesterday extended a ban on the online distribution of 3-D printed gun blueprints. U.S. District Judge Robert Lasnik in Seattle issued the extension of a nationwide injunction, blocking a Texas-based group from disseminating files for printing plastic weapons on the internet. Lasnik’s prior order, issued on July 31, blocked the release of the blueprints hours before they were set to hit the internet. That ban was due to expire today.
